is there no other contact on my phone than calling for a pip letter to renew a blue badge for my car before old runs out feb 14th , called 3 times holding between 30odd and 48 mins the last call, not getting through to anyone??

Unfortunately that's the only way to contact them, needing to wait for an hour to speak to someone isn't unusual.

There is some anecdotal evidence that the best time to phone them is just after they open in the morning.
