Someone stole my bank card they have sent a new one as someone was purchasing items I have not received my pip payment do I have to tell pipmy new details

But the sort code and account number will remain the same? I don't think you need report a new bank card.

If the bank account itself hasn't changed then you do not need to report the changes and you should have received your PIP as normal.
Are you sure you were due a PIP payment? PIP is paid every 4 weeks, what date you did receive your last payment?
