Backpayment after delayed PIP Reassessment.t

My question relates to PIP rules for Back Payment after delays in claim reassessment.
Last November 2024, I was reassessed for PIP and was given an award for full PIP Mobility and Medical.
As my Reassessment Period fell in November 2023 and it took 11 months for Reassessment, I was under the impression that Back Payment was procedural.
However, when I contacted DWP and spoke with the case manager regarding backpayment, i recieved a letter today after waiting 12 weeks, that the DWP asessed my condiitions(again) but no backpayment was mentioned.
I was wondering if anyone can shed light on my Question.

If this was a normal review that was started by DWP then usually there's no money owed as the date the decision is made is usually when the extra money is paid from.
If you rang PIP to report the changes and this prompted them to send you more forms then the new award would be from the date you reported the changes.
Due to the length of time that reviews are taking a decision maker will use their own discretion and may award from an earlier date but this isn't guaranteed and there's no automatic entitlement to the award being backdated. Some people are awarded from an earlier date and some are not.

DWP were aware of the procedural date error from Reassessment Period . October 2023 to Actual Assessment Period November 2024
Own Discretion can lead to favorable treatment to some and not for others. That practice you describe is perfectly discriminatory.
Rules exist and I am looking for rule based answers.Anyhow thank you for taking the time to reply.
A quiet word, when replying it is so important to judge the choice of words accurately. Because in this instance your choice of words actually changed the narrative.

As you've chosen to post on a public forum owned and run by someone other than yourself, you can't choose who does and who doesn't reply.
You've asked for help and people have tried to help you, I'm sorry you don't like the advice you have been given.
Perhaps you'd prefer to consult a local welfare rights organisation.

After speaking again with DWP this morning, I confirm an error in DWP processing of my reconsideration has been recorded by the HMCTS.
On questioning the case manager at the DWP re: clarity of erroneously not stating or applying procedural rules, it is fact that DWP are relying on the courts to administer rulings for seemingly simple requests for legal clarity.
Thus the question I originally stated remains and I will update this forum with correct non ambiguous and legal rules as and when they will be applied to this question.
