Untaxed Wheelchair

I see the government tightening rules on where I store my wheelchair and tax it.I find this very unfair
Your wheelchair may be clamped or removed if it was untaxed and:
- on a public road, even if you had a Statutory Off Road Notification (SORN)
- not on a public road but you didn’t have a SORN

As far as I know, no wheelchairs need taxing, unless they are real speedsters, maybe some rules apply then. The only reference I see is if you Google & the AI comes up with…
Yes, even if a wheelchair (which is considered a vehicle for the purposes of vehicle tax) is on a public road and has a Statutory Off Road Notification (SORN), it can be clamped or removed if it's untaxed.
But wheelchairs don't pay road/car tax…

Mobility vehicles and powered wheelchairs
Vehicles are exempt if the following apply:
they have a maximum speed of 8mph on the road
they are fitted with a device that limits them to 4mph on footways
