Transitional protection

Hi my friend is moving into a property more suitable to his needs due to COPD stage 4 and it has everything he needs on the ground floor. A guy he knows has been homeless sofa surfing and he's tennant 2 on the lease . Both are on transitional cover due to moving from legacy benefits they aren't a couple just sharing a house will this affect their benefits?

If the amount of Housing Element they qualify for increases for either person, their Transitional Protection will reduce by a corresponding amount.

Also can you advise me when he does his change of circumstances the rent is 800 pcm so it's 400 each the lease just says 800 what does he put on the change of circumstances . Any help appreciated
