Hitherto my mother has been managing my younger brother's affairs including financial management. My brother is a down syndrome patient and my mother is now very elderly and sick. I cannot get through via phone, so I'm looking for an email address at DWP and DLA that I can write to, to advise of the changes of management and related details.

If you're wanting to change the appointee for DLA etc, then you would need to speak to someone from the DWP via telephone, as there's no email addresses made public unfortunately. Usually the best time to get through is when the lines open in the morning.
