Help needed on adaptations and statutory overcrowding

Hi, need some advice, Im disabled with two teenagers daughter 16 and son 13, we live in a one-bedroom basement flat, ive needed adaptations since 2015 unfortunately due to being overcrowding ive not been able to get these adaptations ( walk in shower, toilet and kitchen) I have 8 steep stairs to street level, ive been trying to move since 2015 but unfortunately I come 20+ I bidded for a property last week but my houisng association has said im number 8 even tho its a level access (which i need) they are saying its unsuitable due to the place has 14 steps, my position is they have left me in an unsuitable 1-bedroom with no washing facilities for over a decade. They are not taking into account that I can get disabled facilities grants for my medical needs. I understand my situation is complex due to my medical needs and statutory overcrowding but im being bypassed due to my disability.can anyone please help?

    If it was me I'd report the HA for discrimination.
