If not text received from pip after decision made does it mean pip refused

So I rang pip today and they said that a decision has been made on the 15th April and they have sent me a letter.

If I didn't receive the “you have been awarded “ text does that mean it's a no?

Hi, I'm not sure that everyone gets text messages, I didn't get any a couple of years ago. Someone told me that if you have a Gov uk one acct you can sign in and check any benefits, do you have that option? Because if you have been awarded, it may have updated on there already. Hope someone else can come along and be more helpful for you as the waiting is horrible
