Hi, thank heavens your friend has you to help, it's a minefield dealing with the DWP. I'm wondering what you can do about the decision maker; can you sue, complain, because whoever it is is clearly being extremely obstructive and this behaviour is impacting your friend and yourself as the wonderful friend that you are. Goodness only knows how they get away with this. I feel for you, bless you0
