My local cab office have declined to represent me or support me any more with my pip appeal.due to funding. I need some help?

I'm sorry to hear that. It does not surprise me though. With the CAB, they used to have quite a healthy income stream from both the legal aid fund as well as the local authority.
Legal aid has almost disappeared for the majority of work that the CAB do and with cuts in grants from councils it leaves the CAB pot pretty bare.
