How much compensation should DWP for 7 years delay

Hi. My disabled sister’s claim for Income Related ESA was accepted and backdated after 7 long years, after a hugely long battle with DWP, and in courts. 
She was recently paid the backdated money but when I’ve asked for compensation to cover the legal cost, for mal-administration again after a 5 months battle in which they didn’t accept initially they ever done anything wrong, recently I had the DWP accept they were wrong but denied anything I’ve asked. 
They offered to pay the interest (£587) and £200 compensation!
Which I believe it’s not fair!
