Hi new here was wondering if anyone can help with esa carry on

Its about these back payments claire my son wason ib and changed to esa in 20 11 cbesa he was 26 yrs old lives athome with parents no income apart from dla got the esa3 to fillin last week now wondering if he would be allegible for back payments hes never worked many thanks
