Does anyone know if you need an exemption certificates for face covering

I don't think so. However you need someone with you, I think.
That's what I read anyway. -
From what my cleaner told me (as regards to bus travel) all you need to do is raise your voice and be belligerent to avoid wearing one. I don't think the Police in my area bother to enforce anything much.
