Does claiming Carers Element affect pensions in any way?

Now that my brother is no longer receives Pension Credit, due to his wife receiving her retirement pension
Can his niece claim Carer element as she receives Universal Credit for being his Carer, as he receives Attendance Allowance. If so, will it affect his or his wife’s pensions in anyway.

    Niece claiming carer element will not affect their pensions. Unless both brother and wife receive a disability benefit niece claiming carer element would not have affected their Pension Credit previously either.
