Pip have just taken my backpack to repay a debt that I was repaying out of my benefits is this legal ?

Yes they can take any money you owe them out of your back pay and they often do
It is only logical realty if you owe them then they don't owe you until the debt is paid
Have you tried to challenge them it may not get you anywhere
Also if the debt is now paid you will get more money each month -

I'm sorry to hear PIP have taken your back-pay to repay a debt, I can imagine that came as a shock. To help us better help you, what debt was this? When does it relate to and did you have a repayment plan in place?
In the mean-time, I'd encourage you to visit Advice Local to find free independent welfare support close to where you live. They're specialists in this area and will look at whether you have a case for challenging recoverability of the debt in the first instance.
