Going by the report  I got 17 for daily living and 12 for mobility

    That looks good, as for the decision makers report since he has no medical background that's why he has an assessor write a report?

    As already pointed out several times, a decision maker is not required to have any medical knowledge to be able to do their job. It’s their role to look at all evidence presented to make an informed decision.
