Will I get the 2nd cost of living payment?

I get esa contribution support group I’ve just moved and split from my partner my claim has rolled over and I get the LWRCA under universal credit I’ve been told this is the new esa and will not get the 2nd payment of the cost of living payment is this true

can somebody please help and clarify
