    Hello @Karakeys

Just reading through your post, I'm so sorry you're having trouble with this. If it's ok to ask, to help me get more information, is the pip yearly letter you are referring to the Certificate of Entitlement?

You need the Certificate of Entitlement. It would have been sent with original award letter.

Yes but when taxing a new/or different vehicle you need to contact PIP to send a new certificate of Entitlement because a different one is needed everytime you change your car.
    The Entitlement Certificate

To get your tax exemption you need to obtain a Certificate of Entitlement to DLA or PIP.  This should be sent through automatically.

If your certificate has been lost or stolen you will need to replace it.

You will also need to get a new certificate if either the registered keeper or the vehicle changes.

I misread the part of the post where OP stated he was changing cars.
