Why is the neighbour doing this ?

I cannot cope I am having an extremely painful and debilitating day as usual and in every room of the flat which I am struggling in due to the accumulated and difficult to manage clutter the downstairs neighbour bangs extremely loudly and does the pathetic cackling laughs ive once again been unable to go outside other than when
I went to put some rubbish into bins before and he came outside right near to near where I was and faced me and shouted something then laughed and went back in this was around 16:35
currently he is knocking and banging for no good reason
please for goodness sake somebody help me get help to have this vicious creature removed at once nobody should have to put up with this where they LIVE !

Currently shaking and aching as usual and have had to put this my only device here in the centre of flat or whatever this area of this tiny cave is called
I’ve misplaced my earphones unfortunately all day to my distress
And I am certain that this person doesn’t work or such .
No I’m a victim in all of this and this cannot go on either he is jailed or I will 100% attempt to end myself or at least strike in protest
HE IS STILL DOING THE REPEATED INTERVALS OF SCRAPING OR DRAGGING SOMETHING AND THEN CLEARLY BANGING ON THE CEILING AND OR WALL
THIS IS ANTI SOCIAL BEHAVIOUR AND BULLYING AND TOTAL BS AND I SHOULD NOT HAVE TO SIT AND ACCEPT
HOW IS ANY OF THIS STILL BEING
I FEEL MENTALLY PHYSICALLY AND OTHERWISE PARALYSED
I CANT LIVE LIKE THIS WHY ARENT THE AUTHORITIES DOING ANYTHING ABOUT ANY OF THIS ?
I DESERVE TO LIVE IN PEACE AND I AM NOT MOVING

I would ring the police every time , I know it will get on their nerves but at least you'll have a crime number to give to the housing

Thanks very much again for the words of encouragement & confirming that actually I’m not a nuisance . I am grateful to be supported at least on here which isn’t the case in the ‘real world’. GOD this is humiliating & tiring but they say everything comes to an end so perhaps this will too.
