Help please - refused PIP

My son has been refused pip he has aspbergers, dyspraxia, OCD, anxiety torrets and PTSD. I have put in for a mandatory reconsideration. My son will never be able to live independently and i can't belive he was declined pip when he has always been able to get disabilities at high rate. Any help would be so much appreciated guys.
