Hi
If someone pays no council tax do they not receive the £150 energy payment? I ask as the payment seems to be linked to Council tax

If you're liable for council tax, even if you don't pay any because of council tax reduction then yes, you will still receive it providing you're in band A-D. https://www.gov.uk/guidance/council-tax-rebate-factsheet Rules maybe different if you live in Scotland.
I would appreciate it if members wouldn't tag me please. I have all notifcations turned off and wouldn't want a member thinking i'm being rude by not replying. If i see a question that i know the answer to i will try my best to help. -
