While there is much to dislike her for I believe her heel isn't actually hurting the dog, it appears to either just miss the tail or be on the dogs hair.
If a heel that thin was actually on the dog's tail I am sure it would make noise that it was in pain.They/Them, however they are no wrong pronouns with me so whatever you feel most comfortable with

I am not interested in the politics side of it, and that potentially hurting an animal by mistake makes someone an awful human being worse than Putin and that she obviously has plans for the torturing of kittens and the destruction of the entire world or whatever it is people are claiming but ...
If you stood on our dog's tail, which I do a lot because he is out of control and runs around near your legs as you are walking round the house, I can confirm he would yelp very loudly, leap up 3 foot in the air, and run off!
Even if you just stand on what appears to be the fluff or hair he still winces. Maybe because you are pulling his hair by standing on it I guess
I think Jimm's suggestion is valid, but, don't know much about guide dogs but is there a possibility that being a guide dog, it is trained not to wince in pain, so the dog may in fact be uncomfortable but is just sitting there?
