IMO These articles do nothing but instil fear in people. how many things have been forecast and never came about?

There are no forecasts in the article I posted.
The inadequacies of the DWP are so notorious that it is under investigation by the Equality and Human Rights Commission.
This is an article in a national newspaper. We've all heard Tory-type persons on about 'hard-working tax-payers' money.' That money pays for all the incompetent or malicious assessors whose decisions are overthrown as it pays for the examination of the original decisions themselves. The general public has a right to know what they're paying for.
