Blue Badge Advice

My Blue badge is due to expire 14/06/2025 so I've recently received the email invitation to renew.
I am on the Autism Spectrum and have minor physical ailments but they don't affect my walking distance.
I sent in the renewal form, along with copies of my PIP award showing 12 points in "Planning and Following a Journey" as I mainly go out when accompanied by a carer or my Autism Support dog.
The response, from the council, is a rejection as they only offer Blue Badges for people who score
"10 points exactly – under the descriptor E; cannot undertake any journey as it would cause overwhelming psychological distress to the claimant."
Does anyone know if this is a correct interpretation of guidance?
Essentially, I'm going to lose my Blue Badge because I actually have a carer/ Autism Support dog and don't just suffer alone.
I'm suffering psychological distress now (ironically, considering that's their refusal reason) and my carer is confused as she hasn't experienced this before.

Unfortunately this seems correct because your PIP points do not meet the automatic criteria.

Hi, this is correct. You are not automatically eligible. However you can still make a manual application.
How did you get the current badge? Presumably you had to make a manual application for that one as well? Or has your PIP been uprated by a review in the meantime?
