That is very annoying and disappointing.
Mutual exchange is an option. If you're not familiar, it is where you would swap with another social housing tenant (council or ha), if they would like your location and property.
I would suggest first looking at your HA homepage as they will have a section about moving home. Swapping is literally the only way that social tenants can move unless at risk of violence and even then there are long waiting lists everywhere in Greater London.
Homeswapper is a free and authorised site. You and everybody else "advertises" your home. Best to stick to facts about your property and helps to put up a couple of pictures. Nobody needs to know your story. Be aware that some sites ask you to pay. Please check the legibility of this. I can't remember other sites now.
Hope that gives a bit of hope.

Email or letter to your MP should at least get an explanation. Emphysema may not be enough to get you moved up the ranks, unless you have stairs ot a very hilly location, or require care from a relative or friend who lives out of the area. When you write to your MP, or whoever you write to, ensure that you include every detail of your struggles, hour by hour if necessary. Inform the council that you are communicating you with your MP. Just getting someone to take notice may help your case. Good luck!
