I'm new

I'm worried about having sex, they may not wear a condom which I want. Just my know safety and getting to know them more in a relationship before having it. Putting rules in place

You do the right thing getting to know someone properly first. It should be about trust, and if you can't trust them to wear a condom then you aren't in a place of trust.
Also (awkwardly) as a man, there's no excuses. I had a vasectomy last year and would still wear one if that's what the woman wanted.
End of the day, you sound like you're sensible, and you sound like you've got firm boundaries.

It's important to be comfortable in your relationships and that can sometimes take a bit of time. 🙂
