Bills included in private rental HMO

Hi, I was wondering if anyone can help me. I moved into a private rental HMO a couple of months ago, and bills are included in the rent. UC have asked for evidence of utility bills, which I obviously don't have. If they ask my landlord for a break down of the costs, does he actually have to, and what will happen if he refuses? I have read online that as it's a private rental, the LHA rate applies, and they should apply the LHA rules as I've provided a total rent amount in my tenancy agreement. Can anyone offer any insight into this? Many thanks!

Hi @AndrewM81 Hope you're doing ok? Have you informed UC that the rent covers bills too and does your tenancy agreement detail that all bills are included?
