Housing benefit
I have a friend who is disabled and doesn’t get out much mentally and physically he can’t
He currently receives pip and esa the old style version.
He currently stays at my house , is there any way to apply for housing benefit for him?
He doesn’t want to apply for universal credit because they will obviously call him in initially and he doesn’t like meeting people or speaking much.
Could he apply for housing benefit? Would this count as temporary accommodation?

On the LA website it states this, does the third option apply in this situation?

No he won't be able to apply for housing benefit. He'll have to claim UC if he wants financial support for the.

Why not? He should be eligible for it if i am providing care for him and support no?

Supported Accommodation needs to be a professional situation, not just looking after your friend privately.
If your friends old ESA is Income Related, they will lose that by the end of this year and will have to migrate to Universal Credit anyway.
(If it's Contributions Based then they can keep it)

Income Related ESA is ending for everyone this year. If that's what he currently gets, he will need to migrate to UC before the end of the year.
If he gets Contributions Based ESA, then he could apply to UC for a means-tested top up as well as the Housing Element.
We really need to confirm which type of ESA he gets now.

Thank you. Yes, that is at least partly Income Related, so he will receive a letter telling him to migrate to Universal Credit very soon. He cannot keep that ESA beyond the end of the year as it is ending for everyone.
The letter will go to his registered postal address, so make sure someone checks that regularly as there is a one month deadline on the migration letter, and that includes the postage time.

Will he need to go to an appointment physically at the job centre if we make an application for him now for UC?

Generally yes, he will need to verify ID and confirm his bank account in person. There are some other options available though. Most Job Centres will allow a biographical phonecall to be done instead, at least for the ID verification. Some will allow a home visit. It does depend on your local Job Centre though. We have seen some are more accommodating than others.
