Im finally getting a forever home after 3 years hostels and 2 year suported accommodation- i sigh agreement 8th aug move in 11th aug my uc pay date is 22 of the month and my assessment period is 15-16th of the month will there be a shortfall or will my rent be up to date? The guy said it take 5 week for them to get payment and im paying tgem directly- will I need to lay any money towards rent how does it work?

You possibly may need to cover some rent costs upfront. Since your UC assessment period is the 15th-16th of the month, and your move-in date (11th August) falls within this period, the change of circumstances (moving in) will affect your September payment, not your August payment. However, if the housing provider takes 5 weeks to receive the payment from DWP, you may need to pay some of the August rent yourself. I think it'd be worth contact the DWP to see if they can suggest anything.

With Housing Element, as you will be reporting the change 11th August it will backdate to the start of that AP, so July/August Assessment Period.
However with your dates they will likely not have enough time to process that change for your August 22nd payment.
You'll know when this processing has been done as a letter will be added to your Journal stating the amount owed due to underpayment. The money will then be paid within a few working days.

As to payment arrangements speak to the Landlord, they will let you know what arrangements they are happy with.
As you know UC is paid one month in arrears.
Some want upfront rent so the account is always in credit, others are happy to set up a payment plan to eventually clear the arrears.
You can try for a Discretionary Housing Payment.
