Friend told that a home visit will only be arranged 2 weeks before deadline - is this correct?

I posted recently about a friend who requires a home visit for the migration process. She did manage to call, by herself, and ask for a home visit. She was told that they only do home visits about two weeks before the deadline. Does anyone know if this is correct?
Her deadline is in October, the 13th I think.
She has many issues, cerebral palsy, OCD, bi-polar, etc. Her cerebral palsy makes speech difficult and therefore she didn't want to have to do the whole thing over the phone as when she gets tired/upset her speech deteriorates. The man at the DWP kept trying to talk her out of a home visit saying that he could understand her, totally ignoring the points she was trying to make.
She doesn't have a computer and is not used to technology so can't do it online.

Hi @Venetia I've not heard of the 2 weeks before, but it might be an unofficial rule so to speak. They should confirm it and send a letter with the agreed date. Did they say that they were going to consider a home visit in the end?
