Blind (ish) woman driving mobility scooter

We have a almost blind woman, near us (who uses a white stick when walking) who drives a class 3 mobility scooter on the road…

How is this possible ?

And how safe can it be ?

    She must be registered with the DVLA to drive a Class 3. Perhaps she used the scooter before her vision deteriorated. The driver is a danger to herself and others. I think I'd have a kindly word with her.

    Does she drive dangerously? If you've not witnessed anything untoward could it be that her vision is better at certain times than others? Maybe she uses the scooter at her discretion and walks with the stick when she doesn't feel able to ride the scooter.

    Before anyone has a go, I'm not trying to make allowances for stupidity, if it turns out to be stupidity, I'm just looking at the possibilities!!

    Maybe she is related to the gentleman in his 90s, who lives near me?

    He had the council paint his doorstep white, but still drives a car containing his grandchildren! ( Late second marriage).

    I know a blind woman who picks tins up off shelves and reads the ingredients, so driving a scooter would be easy

    … miracle water around here, I also know a disabled man who carries his stick when walking up mountains 😁
