neighbour trying to trigger me

Its a long story,so I will make it as short as I can.But basically I reported my neighbour fpr anti social behaviour earlier this year.He turned all my neighbours against me(they no longer say hello etc).It made my mental health worse,so I put into move via my local social housing supplier.I was put into the top banding for bidding,and still bidding every week for a new home.
However my neighbour is mocking me when I take my dog out,if he is already outside.I talk to my dog,e,g his name,commands etc,as I leave my propertly,and the neighbour does it when no one else is around.
I ingore the neighbour and focos on my dog.However when I return home I break down and cry and carry the upset with me the rest of the day.
I dont know what else i can do,I am so anxious with my neighbours behaviour,yet the social housing landlord told me thye cannot do anything if he chooses to talks bad about me to other neighbouts.
Any advice for this I would be grateful for as I do not want my mental health to get worse,

This sounds incredibly draining and unpleasant. When people behave like this, there is rarely a straightforward solution.
One option you could consider is wearing headphones and listening to music as you pass, simply to block out the neighbour and avoid hearing the remarks. Once it becomes clear you cannot hear them, the neighbour may well stop altogether, they will realise their words are wasted if you’re not listening.

It sounds like you're going through incredibly difficult and stressful situation so I understand why you don't want it to make your mental health worse.
From what you've described, it does sound like you're doing the right thing by continuing to bid and seeking support as well reporting the incidences. Hopefully it won't be much longer until a bid is accepted and you're able to move.Mw123 has given some great with the headphones and music, they sound like they could really help. There is also ASB Help who offer advice & support for people affected by Anti-Social Behaviour and here is some more information on what to do neighbour noise and abusive behaviour escalates.
