Hi, my name is Trumpet! Top-up contactless card advice

My brother lives in supported housing. The carers have got him an electric car, which only goes about 120 miles on 1 charge. Most of the time this is fine, but it he wants to go further, he has no way of paying for charging as he can't have a credit or debit card. Staff are not allowed to pay for him and claim the money back. Can anyone recommend a top up contactless card that could be used. I can then top up the card for him.

I've found a good article about prepaid cards that are great for those who can't have a bank account. It's not something I've used before so I couldn't recommend any, but maybe some of our other members can.
