Look for boris johnson wanting to put another tax on national insurance to pay for it then! Plus a charge for doctors which they quicly retracted. So that would be like an insurance policy wouldn't it?

No, £20 for GP appointment has nothing to do with private health insurance.
Guess what - the cheapest health insurance in the USA is around $325 per month for a healthy 40-year-old non-smoker. Therefore, increasing the NI contribution for a penny or two has nothing do with making the NHS an insurance based service.
