The customer is in control of DD's - not the company

Absolutely right. It's also possible for your bank to refund a DD payment (on the same day, after the close of business) which you don't agree with or can't afford. Any credit on the account belongs to you not them.

It's a bit of both really. The company always has overall control of a DD. In practical terms, they could take whatever they like. (Unlike standing orders where they can't take extra).
But generally nowadays they let the customer choose (unless the customer misses payments etc). I've recently switched to Fixed DD to make monthly bill budgeting easier. I don't have any regrets about doing that.
