Real or fake letter

Hello my mum received a letter claiming to be from HMRC and it says they owe her money for the tax year of 2003-2004 but that was over 20years ago and she wasn't work at the time either she was receiving income support?

It is best to contact HMRC directly about this as there is lots of scams going around at the moment to be on the safe side!1
