please could you advise me if I resign from my job due to ill health and receive Lcwra from universal credit would I need to send a fit note from GP I have already had a limited work capability assessment

No, being in LCWRA means you have no work related requirements.
You wouldn't get sanctioned or need to send in a new Fit Note.

Yes, in the UK, if you resign due to ill health, you are generally still entitled to be paid for any accrued but unused statutory annual leave when your employment ends, just like with any other reason for leaving.
