The new disabled railcard proposed changes

I’ve been listening to the government proposals to get railcard users to scan or enter railcard number. I think there’s a serious flaw here. Trying to insert numbers or similar will be extremely difficult for those with disabilities which make these things more difficult.
Currently, I don’t see how these barcodes can be scanned, if the current railcard don’t have the ability to be scanned. In my opinion these railcards should be made to operate like a bus pass when it’s placed on a reader. The same technology should be used. So these cards are touched where on virtually all machines have, the contactless card readers. This would be fully accessible. From what I have read, there could be a discrimination issue if you have to touch a screen to enter details. In my opinion, they should be read like contactless card readers. This could help catch railcard abusers who haven’t scanned the card for their journey.

Unfortunately that'd make sense so by the government's standards it won't happen.
