Charity shops are becoming more discerning i find, especially as disposal of unsellable items increases.

I've got a calour gas heater only a couple of years old and none of the charity shops will take it, they're very particular. I put it on facebook and most of asked for a full gas bottle to be included, facebook is joke sometimes.

I believe that calor gas bottles are owned by calor gas and cannot be sold - you just "rent them!"

I imagine people will consider they are doing you a favour, saving you the hassle of its disposal.

That’s not quite right. In the UK there’s no law that specifically requires charities to PAT test items, but they do still have a legal duty to ensure anything they sell is safe. PAT testing is just a common way for them to demonstrate that.
Also, commercial shops aren’t exempt from health and safety rules, they have the same responsibility to only sell safe products. The difference is more about how they manage that risk rather than being under different legal standards.
“Sold as seen” doesn’t remove that responsibility either.

They manage that risk by using the pat test to show they have used due diligence regardless of in-house or not to safeguard themselves I very much doubt any charity will take an electrical item or scooter and resell it as sold as seen with no safety checks

This is a broad generalisation.
PAT testing is commonly used as part of due diligence, but it isn’t legally required, and policies vary between charities. Some PAT test, some use other checks, and some simply won’t accept certain electrical items if they can’t verify safety. It’s not a one-size-fits-all approach.
