No to both.
If you receive any Transitional Protection then this will reduce by however much your rent has increased by, plus the annual uprating of the other elements.

Tbh Emilee the letter came couple wèeks ago with changes i put ot aside and cant find i look today fèeling anxious about everything hope you are well
