Local Authority Support

why is it every time I contact my local council for either Care or repair planning or any services sopposidly to help,disabled they refer to other bodies in the private sector. They never want to do anything themselves. I wonder why we have such departments which we are paying for every month through council tax, 
my local council loves to raise fees but do nothing for them.
