How does a person become registered disabled?

                    My son has an occlusion of his right leg .. caused after a stent procedure .. he struggles to walk even short distance without pain ..my question is how does a person become registered disabled ..as people dont see his struggle and see him as fit and well. .while he wants his leg amputated ..so he can 'start his life again" his words

 A warm welcome.
 There is no register for disabled anymore. Local authorities use to hold them, many years ago.
