Descriptor Awareness Of Hazards Or Danger

It seems that if people have impaired concentration/attention due to depression etc then the DWP argue that they should realise this and avoid doing things that could endanger them? Is my understanding of this correct because how would a person ever score any points for this? Also, how can people avoid things in the workplace or even getting to work for example crossing roads safely?
