clarification required please

I have a reassessment looming for my PIP award, and recall seeing somewhere, at my previous assessment that decisions on the'descriptors should be made taking into account if they can be carried out 'safely' to acceptable standards' and reasonably repeated', can anyone confirm what these parameters are and if they are still applicable please
