When I try to pay a bill I was decline when I check my bank account my ESA payment was missing from my account who do I contact

HI,You need to contact DWP when they open at 8am. You may have to wait quite a while before they answer so please be aware of that. Contact number is 0800 169 0310. https://www.gov.uk/contact-jobcentre-plus/existing-benefit-claims

it was paid at 0600 instead of the usual 0240

That will be a bank issue, rather than DWP. Glad it's sorted now.
