Are disabled facilities Grant's means tested?

Have l go this wrong? I thought disabled facilities Grant's for under 19's were not means tested? But my local authority has sent out a really long 'discretionary means test form' for me and my partner to fill out?
An ot has said my home needs adapting for my child who is 11 and made a Mat 1 referral. The grant was applied for in her name and the ot said l didnt need to give financial information so not sure what happening?
When l looked on the council website ot says they want financial information for AL dfg applications but l think the law says differently?

Welcome to the community, glad you've joined us
From what I've seen online disabled facilities grants made on behalf of somebody under the age of 19 shouldn't be means tested. However there may be exceptions, I'm not sure. Have you queried it with your council? There may have been a mistake.0 -

Im not really sure about the answer to your query but maybe they just need the information as you said they require it for all applications, however they may not means test the grant
