Council won't remove household goods from landing, and tenant being unable to go outside. Any advice

My friend has been offered a new home and he needs to get rid of some household goods. He has mental health problems and is classed as disabled. He lives in a tower block and can only leave the stuff on the landing as he is that I'll he can't take it outside. He has been told by Birmingham city council that they won't remove stuff from the landings and if he can't do it he will have to pay someone private to do it. He told them he is to ill to do it and I feel that it's discrimination surely they cater for the disabled. Anyone got any advice please

    I don’t think it comes down to discrimination because they are not singling him out. Most councils have the same policies and it applies to everyone regardless of disability. 

    My council said the same to me, it had to be outside on the pavement ready to be collected. 

    Does he have neighbours, family or friends that can assist?

    One way around that might to be use those company's who do house  clearances, I don't think they charge some of them, just another option.
