I've been awarded LCWRA. It says I'm getting paid £0.00 on the 27th- what does this mean?

The statement in your journal saying the LCWRA starts from July is incorrect, it starts from when you reported your health condition. You need to challenge that.
As the letter you have posted says, and as already advised in this thread, the LCWRA element is payable after a 3 month wait after you report the health condition.
