Covid uplift U/C and non residential care charges

Hi, first post on this site.
As soon as my son received his £20 uplift in his U/C, the local council reassessed his contribution to his D/P care. They took the whole uplift each month. Now that it has finished I requested a reassessment and it’s dropped back down. Did this happen to everyone? What was the point in him receiving it! I thought it was supposed to support the extra costs during the pandemic!
