What do DWP mean by "The date from which your claim is considered" ?

What do DWP mean by "The date from which your claim is considered" ?
Does it mean "The date from which your claim is backdated from" ?

I received an emal from DWP -  Yesterday telling me :
"You had concerns at the time regarding your PIP questionnaire being received
so this delay will have been a source of worry. I am sorry for any problems this
caused you. Our previous correspondence explained the on going work we are
doing regarding extending our digital services which will look to remove any
delays with post in the future.
This will not impact on the date from which your PIP claim will be considered;
this will run from 14 December 2021 when you made your initial new claim.
Your details were sent across to our Assessment Provider on 10 February
2022. When cases are referred to the Assessment Provider to go through the
initial review and consultation process, they are worked in date order. Our joint
objective is to complete cases as quickly as possible."

This does look as if my claim will be backdated to my initial contact date (It took DWP weeks to acknowldge receipt of my form) - Dec 14th
Even though I am not a fresh claim - I am an upgrade from DLA

What do you think ?

    No, that's not what it looks like. Those transferring from DLA to PIP do not receive any backdated money if the PIP award is higher.
    Think of it this way, if you were refused PIP, you wouldn't expect to have to pay back your DLA from the time you applied for PIP would you.

    No, that's not what it looks like. Those transferring from DLA to PIP do not receive any backdated money if the PIP award is higher.
    Think of it this way, if you were refused PIP, you wouldn't expect to have to pay back your DLA from the time you applied for PIP would you.

    The person that sent the email probably didn't look at your claim before writing the email. If they had, they would have realised you're a DLA to PIP transfer claimant.

    It is the "DCS DCPU Alternative Format Team" and I have repeatedly told them that I am a DLA to PIP upgrade case !

    Well I can only tell you that it’s not backdated. Which I believe was advised to you in a previous thread.
